Raith & Lyons, LLC is a Public Safety Technology Advisory and Services Firm serving law enforcement agencies across the Mid-Atlantic and the surrounding region. We help police departments make smarter, safer, and more sustainable decisions about the technology they rely on every day — in-car cameras, body-worn cameras, automated license plate readers (ALPR), mobile data terminals and modems, and vehicle upfits.
Raith & Lyons was founded by Tom Latrella after nearly two decades working on the vendor and upfitter side of the public safety technology industry. In that time, our founder saw firsthand how procurement decisions go wrong — systems sold without a plan for long-term support, service contracts that lock agencies in regardless of performance, and technology chosen based on the salesperson in the room rather than the needs of the department. That experience is the reason this firm exists.
The name itself reflects that mission. Lyons is a nod to the Law Enforcement Officers we serve. Raith draws on the Gaelic word ráth — meaning counsel, fortification, and refuge — while echoing the idea of working quietly and effectively behind the scenes, without being the story.

We built this firm around that principle from day one.
